The Department of Economic Development (ADDED) in Abu Dhabi has issued a stern directive to all licensed economic establishments within the emirate: the use of mobile phone cameras for photographing customer identification documents is strictly prohibited. This measure is part of ADDED’s ongoing efforts to safeguard consumer privacy and reinforce awareness of consumer rights and responsibilities.

The ban specifically targets the informal practice of copying sensitive documents like passports and national ID cards with cell phone cameras, a method that poses significant security risks. ADDED has made it clear that non-compliance will attract substantial penalties as outlined in their violation table, and persistent offenders may face the ultimate penalty of having their establishment shut down.

The penalty structure is progressive, designed to deter repeat offenses:

  • A first-time violation incurs a fine of AED 300.
  • A second infraction will result in a penalty of AED 6,000.
  • A fourth violation escalates to a AED 10,000 fine and could lead to the closure of the business.

ADDED’s circular emphasizes the importance of adherence to these regulations and warns that overlooking these guidelines can have serious consequences for businesses. Establishments are urged to use approved and secure methods for copying and storing customer identification documents to ensure compliance and protect consumer data.
